Many roads in the provinces are unpaved and flood easily. Someone should start digging canals before anyone else can pave the roads. Connect the canals to a nearby river, keep inflow and outflow, and boom, you've got another Venice, anywhere in the country. This will especially work in Pampas, plains, or flat areas on any continent. If I am not mistaken, I believe indigenous peoples in Mexico had been using systems like that.
